Philippine Embassy Chargé d’Affaires (CDA) Pete Raymond V. Delfin lauded Philippine Army Major Franco F. Baylon for completing the 8th Royal Brunei Armed Forces Command and Staff Course (RBAF CSC) with distinction, following the Graduation Ceremony held at the RBAF Defence Academy in Kampong Tanah Jambu on 11 October 2018. CDA Delfin was joined by the Embassy’s Defense and Armed Forces Attaché Col. Jose Ricky A. Laniog during said event.
Major Baylon ranked 5th out of the 31 students coming from 13 countries including Brunei Darussalam, India, Indonesia, Malaysia, New Zealand, Oman, Pakistan, Philippines, Saudi Arabia, Singapore, Thailand, United Kingdom (UK), and the United States (US). He also completed the Requirements for Master’s in International Security facilitated by Massey University of New Zealand.
CDA Delfin commended Major Baylon for his accomplishments and for representing the Philippines in the CSC, demonstrating the country’s unwavering commitment to maintain strong bilateral defense cooperation with Brunei Darussalam.
Brunei’s Second Minister of Defence Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, who graced the Graduation Ceremony as Guest of Honor, congratulated the 31 graduates of the RBAF CSC. He emphasized that the course has been an integral part of bolstering Brunei’s defence diplomacy which he presented as part of his address at the 14th Legislative Council (LegCo) Session last March.
The RBAF CSC is a 40-week course conducted by RBAF in partnership with New Zealand’s Massey University. The CSC aims to broaden the professional and academic knowledge of mid-level officers as well as to develop their command, analytical and communication skills in preparation for higher appointments. Aside from the international participants, this year’s attendees included officers from RBAF, Royal Brunei Police Force (RBPF), and the Prime Minister’s Office of Brunei Darussalam. END
